UK Councils Plan to Dispose of Community Hubs and Sports Centres to Balance Books

Based on a recent survey of municipal councils, UK councils are planning to sell community centers, athletic facilities, and shopping arcades as they rely on a rapid disposal of properties to balance the books.

Increasing Fiscal Challenges Drive Asset Sales

A coalition of councils for major urban areas in the UK stated that six out of ten of local authorities are planning to dispose of properties to cover the rising costs of adult and children’s social care.

Local governments have previously faced criticism for selling public land and land to shore up their budgets, but they argue they must proceed to raise vital cash from asset sales or face insolvency.

This coalition noted that a high proportion of councils seeking to raise money from a quick sale of holdings marked “a clear change from 2024, when the largest share (six in ten) of municipal officials stated they would prioritise service redesigns and using savings to weather growing fiscal pressures.”

Specific Cases of Planned Disposals

One local authority in southeast England said its property management strategy included the sale of a retail complex in Rainham and a social club in another town to generate 20 million pounds over five years.

  • Gillingham golf club and commercial properties owned in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be disposed of under the plan.

Local Levy Increases and Wider Fiscal Strains

This research of councils in the key cities group, which covers several urban centers, further found that over seven in ten of authorities will need to increase council taxes next spring to cover the growing cost of core provisions, increased rates of housing insecurity, and a longstanding accommodation deficit.

The authority explained it will press ahead with asset sales after steep rises in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are adopting creative strategies but some of these take time to achieve both better provisions and financial savings,” said Vince Maple.

He continued: “There are demographic pressures which will continue to increase the strains we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

National Trends and Forecasts

A survey of county councils this week further found council budgets being strained by the increasing figures of children and adults needing Send support.

A network of councils projected that council deficits will hit 4.4 billion pounds a year by 2029, as they grapple to cope with increased demand.

Government officials have put off planned reforms to the special educational needs framework until next year after a white paper setting out those reforms was recently delayed.

Deprivation and Financial Gaps

According to the latest deprivation measures (IMD) covering UK local authorities, several participating urban areas were included in the most deprived in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 across the country under the latest deprivation indices,” said the report.

“While only a single urban area is among the ten most deprived for deprived neighbourhoods nationally, urban areas are much more prone to be in the worst-off 20% of England. The data highlights the scale of difficulties facing municipal officials across major urban centers in the coming year,” the analysis concluded.

“Local government leaders have been explicit about the necessity for a equitable and lasting financial structure that reflects and addresses the real levels of deprivation and demand,” stated a council leader.

“Without this, local authorities will persist to face difficult decisions around which essential services to fund, and which to cut, to the detriment of their communities.”

A fifth of local authorities have cut or compromised care services in the past 12 months, the study revealed.
