Europe experienced widespread relief on Monday, as the crisis caused by the announcement of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been stabilised. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of rocket attacks on Kyiv.
The Rhythm of Diplomacy and Destruction
The succession of contrasting events captured the grim essence of the recent timeframe. By day, negotiation efforts are conducted: optimistic declarations are released from different nations. Immense energy is allocated on restraining specific proposals. By night, the Kremlin brutally reminds the world that, for them, military action persists as the main instrument for achieving "peace".
Nocturnal Warfare
As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is capable of detecting rocket firings from enemy soil, a capacity provided through timely intelligence. From observation points, military aircraft that had been scrambled to engage hostile aerial threats flew past – sophisticated military planes delivered to Ukraine by European allies.
Shortly after, Kyiv's anti-aircraft weapons thundered: defensive missiles deployed against a Russian ballistic missile. This was a sophisticated defense system at work, most likely delivered by partner states. Every launch jolts you unexpectedly, causing tremors. The instant of fear quickly gives way to sober acceptance: possibly the incoming missile won't cause damage this time, sparing the city from ruin and further power outages.
Continuous Dangers
Following this, a automatic firearm engaged a drone close by, part of a mobile-fire group – probably imported technology. Regrettably, the shots failed to hit the hostile drone – it continued its flight toward its destination.
Intermittently, this continued until dawn. Kyiv faced the morning news: seven people killed, destruction and infrastructure problems in many homes as a result of the nocturnal offensive. As customarily, everyone still went about their day – experiencing conflict. But those 24 hours demonstrated Ukraine's critical military reliance on Western support – a dependence that neighboring countries are clearly incapable to fill in the immediate future.
Unsuccessful Negotiations
The detailed framework from American leadership sparked intense emotion, debate and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.
Every new initiative from American administration unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually achieve victory. This pattern will, undoubtedly, continue.
Tactical Assessments
It is easy to blame particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. Washington functions according to a principle familiar among experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The American government assumes that it is unfeasible to compel Moscow to relinquish the territory that it currently occupies in Ukraine's south or east.
The issue is that while acknowledging this situation, US leadership does little to prevent Kremlin actions, through statements or actions, from believing that the status quo will not evolve additionally in its advantage in the near future.
Opposing Positions
Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their motivation to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's government remains highly assured in the result.
On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing lives and land but preventing a total frontline collapse until circumstances change in its advantage.
Current Realities
Factually, there are no real preconditions for a armistice. Now, subjective factors are coming into play: personal goals to mediate resolution and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any plan Kyiv finds unsuitable, so that their attention does not switch to homefront challenges. And although their objective will now be considerably more difficult after latest incidents, it remains highly unlikely that this will modify their basic position.
These opposing factors are influencing discussions.
Assessment and Future
It took a mere seven days to eliminate the 28 points of the latest plan. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, current information leaks, all achieved their purpose.
While new initiatives based on old ideas are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and reflect specific hesitation to change the course of events, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, largely rely on continued Western support.
